MPOs and RPOs

Metropolitan and Rural Planning Organizations (MPOs and RPOs) are local planning organizations responsible for regional planning and programming for all modes of transportation. 

Purpose and Mission

  • Evaluate the performance of regional transportation systems
  • Calculate the resources required to maintain, improve, and expand regional transportation facilities
  • Work closely with PennDOT on local and statewide transportation matters

Role in the Planning Process

  • Update each regional Long-Range Transportation Plan every four or five years
  • Update regional Transportation Improvement Programs (TIPs) every two years
  • 24 regional TIPs are combined with two statewide TIPs to create the State Transportation Improvement Program (STIP) or the first four years of the 12-Year Program (TYP)
